maybe its the end of stealth in Paypal US, now they can detect and limit any account, even if you use any technique to hide your real ID...
i have seen many got limited....and others still use stealth accountt til today...

No its not illegal to send made up details to paypal.
Paypal are not a bank. Yes it would be illegal to send other peoples real details to paypal but purely fictious details are legal (although no doubt against paypals TOS).

Who uses unverified paypals anyway? This is BHW use your damn initiative!

Where does it say no balance? You can hold it in your balance based on the text you quoted. You can also have multiple paypal accounts no problem, just make a company for each one.
