Reverse seo means to do the same process of your competitors who are ranked on top positions.
for example if you see a website on top of google having 3000 backlinks, you would try to achieve backlinks the same he did to get ranked.
it works but you cannot get ranked to the same position doing same seo what the top ranked website did. there are many other factors involved. domain age, Exact match keywords.
Do not only count the number of backlinks of your competitor, count the quality, domain age and even hosting as well.

This technique can't be used as your primary technique, but it's good for getting ideas where you can get additional links.

Reverse SEO or reverse engineering is looking at the link profiles of competitors to understand what they have done to gain their rankings. You obviously need to do this when building link strategies for a site. Certain niches take more effort than others and require different link strategies.
How to reverse engineer a site is another question. I do it when doing competitor analysis but my method is not very comprehensive and very inefficient
