how do i make it look like someone is in a particular country, when they're not, so i can take advantage of certain campaigns?

i.e. an offer that only applies in the US, if Canadian traffic ends up there, how do i make it look like they're from the US?

socks proxies are your best bet, tons of free ones lying around but if timing is of the essence you're better of renting specific country IP's
