REVENYOU and Outbrowse PPI Question

Iam new to PPI.

I have seen links in youtube videos to PPI file and downloaded to test.

The file belong to Outbrowse Network and didn't get alarm by Antivirus.

But when i download file from RevenYou it was detected and blocked.

I disabled my AV and downloaded again and checked both files and both are same installers.

Now my question.

When i browse outbrowse website i found that revenyou is their site.
There is no link for registration on outbrowse dot com.

But how the publisher managed to get installer file from outbrowse??
