Reusing content of penalized website?

Asking myself if I could just export the whole content of my penalized website to a brand new one. The content wasn't the reason the website got penalized. As it is not indexed (the whole URL) it won't be duplicate content as well, right?

Whats your thought on this?

Once content is published on the web, it goes into search engine index system, and the content remains there permanently until Google thinks of removing your content, or banning your website. Even Google removes the content from its database, there are many other sites such as archive.org that captures your content for future reference. So it is hard to reuse the content as unique once published.

Yes you can reuse it on another site, I've done this without issue. Just don't use the same Google Console account as your old penalized domain.
