retracking?

Im asking about let's say you're using articles or blogs or whatever to diversify eyes on you in some manner and you have something to sell at the end of the day. If you own those, let's say it's also part of the same business. How would you go from they view that article for some random thought or research -> to then gathering their email or social handles from cookies or pixels or whatever have you to where you can then campaign them? What is the best way that you can get that from simple interaction of them visiting the website not even filling any forms.. I assume this is the way alot of people who are marketed to feel almost like they had their brain read? DM if you don't wanna share public but please bring your thoughts. I feel I can utilize this somehow. Im new to all of this but have spent quite some time moreso just learning the psychology of everything really and how marketing is really everything life I guess. almost everyone is a follower you just need to direct them I take it.. lol.
