Restoring a Dropped Domain - Maintaining SEO?

If you are restoring the domain, as in, recreating, then I do not see a reason why you should redirect anything at all. You are recreating all the pages.
If you are building them anew, then either redirect them to homepage if backlinks are scattered all over the place, or rebuild some inner pages with most links pointing to t hem or don't do anything at all if 90%+ go to homepage.

Thanks for the insight. This is a domain I bought from auction so I don't have any of the previous data. I will rebuild anew and follow your suggestions.

Was looking to have it as a website with good SEO metrics for future use such as links or affiliates.
Then its better to restore pages like Nargil said

You can get the data from backlink checkers and/or archive.org.
Go to Majestic's backlink checker (or Ahrefs or whatever) and find the list of it's best backlinks. Rebuild at least the pages that have decent backlinks pointed at them.
sorry could you explain this to a noob in simplier words?
Basically I find the expired domain, then I regiser the same domain.
What will I have will be the old website.
Then why do you speak about backlinks? The backlinks power isn't already in the website itself?
What more should I do?

Not if the backlink is pointing to inner page that doesn't exist anymore.

If the old website had only few links - and you have created pages for all of them then no need to worry.
If it was a dynamic website with thousands of links - then you need to identify the old page URLs and either redirect to new urls or create matching page urls.
