About how long would it take someone who only knows basic HTML to learn how to create a responsive web design? Not counting creating the graphics. Just the coding part. Also, I can only do it in my spare time as I have a full time job. Would it be better to just hire someone to create one for me?
 
I can suggest looking into CSS media queries if you want to learn the basics. As @m4dm4n mentioned Bootstrap will save you time since it's responsive by default.
 
Well CSS media queries can be really helpful for you and you'll find many useful things there.
 
If you know basic html and css it will take you no longer than a week. Bootstrap grid system is very easy to learn and I recommend using bootstrap or skeleton. And as mentioned previously, CSS media queries are also useful and allow you to customize even further.
 
what kind of webpage are you going to make, static or dynamic? Static webpage can be done using basic HTML in 3-5 days, but if you are doing a dynamic webpage you also need to know javascript and will take more time to make one.
 
Wow, I don't even know a lot of those stuff that you mentioned. My friends said I should just get someone to do it for me and thinking that they really are right. One of them has worked with Demandwave before in order to optimize her blog for search engines. She said they can help with designing and creating website layouts as well. I'll ask her the price and if it's decent, I'll just go with that.

if you know basic html than start with bootstrap else best option is to hire some professional
