If your decision is to use residential proxies (IPs), then the provider of the proxies does not matter. Because in any particular geo (city / state / country), all the residential proxies providers will have IPs from the same set of ISPs (internet service providers). Example for New York, all the residential proxies providers will have IPs from the same set 4 or 5, etc ISPs (internet service providers).

I would suggest using a Residential Proxy Pool that allows targeting by City. That way whenever you login to your account, the IP will always be from the same city.

For adwords you need to be sure you're using a provider with high quality IP's though.
