- Is a list of names should be 5000 first name and 5000 last name ?

- What is the safe ratio to create accounts per minute ?

You will need about 1000 proxies to create that many accounts quickly.

Valid emails are optional - use them if you want to verify the accounts, if you don't care if the accounts are email verified you can use bogus accounts.
Everyone has an opinion about captcha solving, I use DeathByCaptcha and it works for me.
It's not about accounts per minute, its about accounts per IP per day. Usually twitter will cap this at 6-7 accounts per IP per day. The more you make, the more likely they will be insta suspended.

Let me say (predict) that you will have a VERY VERY hard time making 5000 accounts without a large number of dedicated proxies. Most if not all will be suspended within the first 48 hours. Not wishing you to fail, just warning you to keep your expectations low.

The person who said you don't need to email verify accounts is wrong. If you don't verify them your accounts will get suspended, because according to Twitter it's spam.
