Requesting subreddtis

Does anyone know if I can apply to request subs that have only one mod that is active on Reddit but not in his own community?

Let's say the subreddit is filled with spam and the mod doesn't give an f. Do I have any chance to get my request approved?

I'm fearing I will just trigger the 15-day request cooldown for no reason so I want to make sure first.

Have any of you guys got requests approved in situations like this? Let me know.

At times, you can't get subreddits which have no mods.
Their rule: "If there has been no activity on your account in the last 30 days, you will be considered inactive. Solely logging in does not count as activity.".
Just apply for it and don't worry about the 15 day rule. Reddit is stupid and you never know.

I already tried
some mod keep community with spam but wont give to anyone
