I am just wondering what tools are there out there to get targeted twitter followers?

Start with this. Get a program like TweetAdder or twtdominator and follow people following your competition. In my personal experience its been best to break up the followers in groups and have several accounts. Good luck.

The targeted follower sites need your username and password. They then use follow first methods to "target" the followers you want by using various search methods (keywords, locations, etc..) so they hopefully follow you back since you are similar.

i got a bot which suits your needs pm me and i can send you a copy** ..

features:
-follow based on search request
-unfollow everyone who unfollowed you
-unfollow after 24h
-uses twitter website (so its like you use the website)
-runs in background
-you can run multiple instances of it

my bot is currently in beta (5 people use it - 1 got banned* )

*: 4 tweets (all with urls) & 100 follower but 700 friends was a bit to obvious :3
**: but i have to fix a bug first - will need at least 48 hours before i can send it to you ...

I use and like many tools for BH folks like tweetadder. That said, the more I find out about how cheap + effective Twitter's actual promoted accounts are, the less sense it makes to scrape + bot + pray. I don't know your market/niche. But if it's white hat, 30 cents for *targeted, actual* follower is pretty dang cheap.
