Request reconsideration after manual spam action. Multiple times?

Well, I swore it would never happen to me, but it did: a manual spam action from Google. I'm always very, very carefull with my link building, but one time using one service that screwed things up has cost me the action or 'unnatural link to your site'.

What have I done:
- tried to contact some site owners to remove bad links, but no succes
- waited for over two months and saw a lot of the links just disappear (indeed, such low quality they were)
- went through the remaining links and added all dubious links to the disavow tool

What to do now?
- Am I now ready to file the reconsideration request?
- If my site wouldn't pass the reconsideration request, can I disavow more links and ask for reconsideration again?

I'm pretty sure it was a diversity package service I hired. He completely f**ked up the anchors, eventhough I gave hem the exact numbers I wanted. Last time I hire someone I am not absolutely sure of.
Any ideas if you can do a reconsideration request to GWT a second time if first time wouldn't succeed?
 
You can repeat a reconsideration request as often as you want, prior failed requests don't lower your chances to be successful. Failing at first try isn't unusual, especially if you try to get away with not removing a few valueable paid links. Be careful, really just a few, don't give them the impression that you want to fool them.

The webspam team needs to see an improvement from one reinclusion request to the next. Means, if first try fails you need to disavow (or better remove) more links. In general it helps to tell them a bit how you identified the manipulative links, what you tried to remove them, why they should be sure this doesn't happen again. It's humans, showing some good faith and serious efforts helps.

Always include a list of links you were able to remove and hint to the disavow for the rest. Important: They want you to do some grunt work, just disavowing won't work, you should actually remove as many manipulative links as possible. They know this doesn't work for all links, they know some link types are almost impossible to remove, they know many site owners don't react, but they want to see that you at least tried and invested some time to do so.

Apparently it's just as I expected: I will prepare a file with all I have undertaken to have a strong case for reconsideration.
And just as you say, I am trying to get away with some paid links. Therefore I am glad to read in your answer I can ask reconsideration a second time if my request wouldn't be accepted the first time. Think I might have a chance keeping the paid links, since they're not spammy at all and I never had any problems with this type of links.
