i doubt you'll find anything free worthwile, you can invest in one and make your money back by selling a couple of accounts or you might try to learn and code one for yourself but it will take a while

@OP, you won't find a free since IG constantly updates their app.

If you want to create accounts for free then you can use programs like bluestacks or chrome.
