First:

Upload smm Folder to public_html

Second:

Create a database and upload database.sql from database > database.sql

Third:
Go to smm > config > database.php and setup your database.

@masrah a "panel script" is server software. to use it, and even more so to install it, you need basic server admin know how.
Your question what the use of public html is, seems to indicate you lack the utmost basic skills.
I advise you to find someone amongst your friends or at least in your city to help you with this.
