does anyone have a list of tech blogs that especially allow comment backlinks and also are not that strict in guest posting.

Probably there are many wholesale bloggers here but the problem is many will not permit comment backlinks,,

Try shoutmeloud. This blog allows comments and guest blogging also there are many authors on that blog most of them allow blog comments and guest posts on their blogs. you can find 10-20 easily from shoumeloud.
