If it's a recipe site you want so that you can post your recipes, you can install WordPress and a recipe-oriented theme. These will more than likely have all the functionality you need, i.e. the ability to post recipes with a title, image, instructions and an ingredients section. Maybe a nutritional content section as well etc...

If you need a scraper, that's an altogether different ballgame.
