Why are negative reps allowed to be annonymous?

Does that not invite abuse?

That is a great decision and will stop misuse of reputation system.

When can new members give rep? Is it a certain number of posts?
What are the benefits of having rep?

Ok, I'll probably get flamed for being a dumbass, but HOW do I leave a positive REP for someone? I swear I've searched and read threads looking for instructions but haven't found anything so far so I must be missing it somewhere. Grrr! I thought I read somewhere that there's supposed to be a 'scales' icon but damn if I can find one on any posts. If it matters, I use firefox. A pointer is appreciated.

According to Harros post "newbies" cannot give +rep and only jr vip's and above can negative rep someone. Until you get 50 posts your considered a newbie and cannot give rep.
Once you are eligble you will see a green rep button at the top right hand side of the persons post next to the report button.

Its the green button on the upper right corner of each posts.

If you can not see it, you do not have permissions to use it yet.
