Reputation Management service needed

Hi all, am needing a URL to be removed or pushed to page 3+. It's a news page from telegraph.co.uk

Currently it hovers around from rank #1 to #3.

I have done most of the required stuff - like reinforcing the social profile pages, exact names domains, blogs, etc. But the URL still wont be pushed down.

Let me know if you have experience in this, and are able to push it down or completely remove it.
