Repultation management - how to remove other website links from google

So my client needs to remove some links pointing at his name. Looked for google, but they suggest to contact website owner. We are sure that they are not pleased to remove name as they are newsletter agencyes..

Is there any other way?

1. Maybe I spam links with some cheap fiverrr links?
2. Build some name profiles to wikipdia, facebook and so, to push shitty titles to second page?

Any other methods?

Waste of time, it's not gonna work. You need to rank other pages which will take the place of bad pages.
