removing page to increase sites penality

i had the misfortune of outsourcing some seo at busy times got some good work done by people and sadly some bad.
it was on one of my own sites and not a clients so a problem but not a major one.

the rest of the website is developing quite well my thoughts are to remove the main affected page having never been in this position before i thought i would do some research

Has anyone done this and seen a negative affect?
Did you see rankings increase for interlinked pages?

Without knowing more details it is hard to tell what the solution would be. But I can tell you that deleting backlinks, without submitting a reconsideration request, does nothing. 404ing pages (just renaming the URLs to new ones leaving 404s behind), takes about a month to see any results from.

If you are hit with penguin, check your onpage optimization so that it is not excessively using the keywords you want to rank for. If the problem is related to backlinks, dilute your backlink profile to the page gradually.

No unnatural link warning. It was a new page which hadn't ranked well yet think it was at around 50 after the third partys work it went from the serps (around july). it's very much a penguin possibly panda issue. Main keywords used constantly backed up by 50% spun rubbish.
