What do you mean by remove iCloud from iPhone? You can either logout from your iCloud account or reset your iPhone.

No, i mean can i buy iphone who is locked on icloud and to remove later trough any software, or whatever?

Before sale, owner must disconnect the phone from icloud and restore it to factory defaults.
Never buy locked phones.

There is no software to unlock icloud. The only way is the original owner needs to remove it / Apple needs to remove it.
