Remove Jr VIP Time Between PMs

Change the throttle check to 0, for Jr.VIPs and higher. 
Admin CP > Options > Private Messages Options, and you can set it there, but that would be global. You should be roaming around usergroups and setting the permissions seperately

This has already been done, which is why I am looking into the issue more
