Remove an old Business Page using the same address

There's an old inactive business page for a local business which uses the same address as the new business and it's still set to open. The owner of it cant be reached.

The big problem is that the old business shows up in Facebook and Instagram Places when you look for the address to add as a location.

Is there any way to change this?
