Trying to set up remarketing campaigns on Bing. Audience is small (~2k users). Ads show, but performance is unpredictable. Is this normal?

Yep, totally normal. With such a small audience, delivery and results will be volatile. Bing needs more volume to stabilize, either expand the audience or expect inconsistent performance.

Bing needs enough matched users to optimize properly and with only around 2k delivery can fluctuate a lot day to day. You can try expanding the audience window or adding similar audiences to help stabilize impressions. Also try checking your ad frequency caps and bid strategy.

Yes, with a smaller audience, performance can be more erratic; try expanding your audience or adjusting targeting to improve consistency.

Yeah, small audiences on Bing can be hit or miss, better to grow it before expecting consistent results.

Yes, a 2k audience is too small for effective remarketing on Bing; it leads to rapid ad fatigue and poor algorithm learning. Expand it by creating a broader "similar audience" or combining it with in-market audiences. Also, ensure your pixel is firing correctly on all pages to capture more users.

Yes, with a very small audience , performance going up and down is normal because there isn’t enough data for the algorithm to optimize well.

Yes, small remarketing lists often give unstable results, performance improves as audience grows.

2k is way to low for bing honestly, you need way more traffic to see stable results there.

yes that's normal becausa bing remarketing audiences are usually smaller than google and give it some time and keep testing before making any big changes.
