you can go into any shop and get a mastercard just top it over the till then use it .
you can also do the same with gift master card buy them with money on them for online buying as a gift.

If you are outside of EU, then you are fuck** . Most of websites only allow members from there to create vcc's. (Entropay, Payeer, Neteller). You might solve that and then you could use them.
