You are flagged as fraud during the process, sometimes from the very begining if you did everything wrong, your accounts are already banned before you even finish making them, no VCC will save you. You are already banned before Google even knows what kind of VCC you're going to use.
My advice: remove as much fake or risky variables as possible. Don't use proxy AT ALL during testing, go to public library, cafeteria or whatever if you don't wanna use your home IP, and make only your country local account. Use real browsers, just remove Google cookies each try, don't spoof anything, don't block any fingerprints. Don't worry, your computer is not banned. Also, don't buy shitty gmails, make your own. Use your real VCC from your real account verified by KYC, whatever you can get your hands on. If Google accepts it they are good to go, it's not what's banning you.
That way there are only four variables left - what Google sees in your profile history, your behaviour on their websites, your gmail and your account creation method. Want to make US accounts cause threshold bigger? Cool. Want to use shittier VCC cause cheaper? Cool. Want to buy gmails cause faster? Cool. Do all of that AFTER you have working method on your local country and real equipment.
