As far as I know they work with western clients, and they are targeting wholesales.
Their service fee recently dropped to 8%, delivery is 50%, they don't charge PayPal fee.
They use China Post, EMS, FedEx and other delivery services (you may choose).

Zarmark is a scam. Don't be confused by their website that is nicer than most TaoBao Buying Agent websites.
My company buys about $10,000 worth of inventory from TaoBao.com a month. I use and test probably 5 new similar services a month in order to stay competitive. This is one of the few I have tried out by finding them through Blackhatworld.com with no industry references. I typically buy a cheap item and then move to more expensive items. My first item I purchased was a 5x5x5 Rubiks cube. I received this just fine by simply submitting my order through Skype. I received the item in about a month which is generally expected to be "On time" for my business.
Months later I ordered another item which is a building block set of a battleship. This time the order process was horrible. Their site did not work very will with getting API data from TaoBao.com and even though you can chat with them through Skype, they must have hired a new employee or two because their employee was absolutely no help and much often ignored my slight requests for assistance. I finally submitted an order and paid the amount requested. A couple days go buy and I contact them asking if they had received my item at their office. The customer service agent had no idea about my order even after I told him/her my information. I finally find out on my own, that PayPal fees are not calculated on their order form. Instead of contacting me through Skype to let me know this, I pointed it out to them and made another payment to cover my fee's. Now I have paid over their original payment amount listed on their shoddy website order form. I ask them to confirm my order, and they say "Yes, we are placing the order now." - About 2 weeks go by and I contact them randomly asking for confirmation that the order has been received. Several times it would show on skype that they were typing a response but never entered or sent a message. For the most part, my requests for ignored. Upon seeking a refund and to cancel the purchase, I find they have this tiny little button on their order page for "Chat" - I click it and read that the seller of the item I am trying to purchase needs $2.00 more for domestic shipping, which I had in my account with them. Instead of them using the funds, or even sending me an e-mail or message on Skype letting me know my package hasn't even been shipped yet, they chose to ignore me - probably hoping that I would forget about the purchase so they could keep the money for the item.
So, I decided to go ahead and have one of my employees contact the seller on TaoBao and ask about the transaction. They said someone offered to purchase the item about 2 weeks ago and the seller offered a 18% discount, and the domestic shipping price did not increase. This was denied by Zarmark.com
Their website did not allow me to just make another payment for the item, so them being so gracious (sarcasm) said they would just pay for the domestic shipping and I would pay for it when I paid for international shipping when they received it at their office (so the item would go from their office to the U.S. ) Which I agreed to, just to see if they would even order the item.
3 or 4 days go by and I have filed a PayPal dispute and now I had their attention and have received e-mails from staff asking me "what went wrong" - and now had more communication by skype, but they refused to refund my money because "they had already bought it" - I said I would drop the PayPal dispute if they would send me a picture of the item ordered and a piece of paper with my name written on it. This request was ignored. It's probably a good thing I didn't close the dispute at this time.
Now I find on their website and see that it has been received, so I decide to move on getting it shipped to the U.S. - The package is 3.85 KG which is more than similar items have been weighed at but thats alright. So I scroll down, and the cheapest form of shipping is $49.56 for a very low quality slow form of shipping of 15-25 days - very much not worth it at that price. I hop online and contact the 20 other companies I've purchased through, and most quote me about $24 USD which is normal based on my past experiences for a higher quality form of shipping such as EMS which gets from China to my office in 4-7 business days. The reason Zarmark charges so much is because although they make a good percentage by just buying the item, they know that if you have already paid to have the item purchased on TaoBao and sent to them, they can extort you for more money by holding your item and refusing a refund and refusing to ship it out unless you paid their really high shipping costs which is actually about 300-400% higher than Most other companies.
Stay away from them. Zarmark.com is a scam
