There's none. All of those service have certain footprints to determine which links are deemed toxic, most based on theory. If 1 link is toxic for your website it might be working well for another. In the end you are the one to determine which links are useful and which should be "removed".
Nothing complicated if you have the right knowledge. Any backlink report would show you the backlinks you don't want to have.
To answer your question though, I found the bad link removal service from Bluematter here on BHW useful simply because I was able to communicate with them and reach on an agreement as to which links were actually bad.

Agreed. You are better off doing it manually or paying someone to do it manually. There is a lot of subjectivity in link removal that can't really be properly done by a machine. For example, LRT Link Detox once told me that my client's links from WB and FOX were toxic. Total bullshit. Fortunately I was doing things manually and we caught it.
We used a few removal services and i would not recommand any of them you pay a lot for just a few links that really will be removed but other links they just "detect" the contact details and not remove.

We use Linkdelete.com for our clients with penalties. They handle analysis, outreach and reporting. I wish they did the reconsideration request submissions as well but they don't. That's the only thing I need to do after the removals.
I have not had luck with disavow services or disavow in general.
I guess it depends on what kind of penalty you have.

Well depending on how many links you have it could be worth getting a free trial of a link analysis software like ahrefs or something like that and manually going through them.

There is a wide range of links removal service, CognitiveSEO, Linkdelete etc... The best thing to do is a manual search tbh.
I provide some too, the best way to do it is with Ahref, Majestic, GWT report + a link detector then do all the work of outreach with mail merge.
Usually I use mturk to find the contact infos then set up a mail merge and do a reconsideration.
If you want help PM I can put you on the right track. It is really a tedious process especially the reconsideration request and it's random approval.
