More people who "have something to hide" get caught up in accounting messes rather than with explicitly breaking the law.
It's all about following the money, and these days with digital currency becoming normalized, unless you have a completely stealth method of payment, there is no such thing as anonymity.

Look for servers in Sweden/Malta/Cyprus/Ukraine(demonoid's in Ukraine).
Look for some blackhat hosting providers. They're more expensive, but they work and usually don't give you grief.
