They already did.

You should try like exchange groups. Though they are not as relevant as you will want, it will increase the number of likes and with good content on the page you can get shared and find more relevant likes

If you want it for free, you need to work hard. Here is the smart strategy to work hard :

Find viral videos/posts in your niche and add your comments below the viral(and yet to be viral) posts.While adding comments, try to add information relevant to the viral video/post and include your page link. You can drive lot of traffic to your page.Improve your facebook page features by adding good profile picture and cover photo and other useful information.Pin your best posts on the top so that it will be easy for the audience to understand what kind of content you show if they like your page.
If you dont find viral content in your niche, you can find viral content that your target audience might e interested in. Or you can do this with any viral content that is available.

Implement the above method consistently for 15 days, you will see the results for yourself.
P.S : Initial kick off will always take time. Have patience and be prepared for the hit!
