internal links should be fine without any rel value.

Don't use the rel=”no-referrer” attribute on internal links, it can mess up with your Google Analytics reports.

Google will see it as an internal links? And is it harm seo? I use it to open the link in new window/tap on browser.

Yep that could be an issue.

noopener and noreferrer are only useful when linking externally, as they provide additional security then.
