registrar + hosting that allow spam

all i want to do is link building aka spam (no mass emailing or anything illegal), they need to be bulletproof, offshore and anonymous.
i was able to find all the above but they don't tolerate spam a bit beside they had the worst customer service.

I think it will be OK if you are just mass spamming (link building). The only problem web hosting companies have is mass emailing...

I don't know what hosts you've been with, but I've built large link profiles on my sites with no issues. But..the only things I've spammed are Tumblrs and Youtube, my sites get medium-high quality links.

I can't suggest you a provider since I don't have all the details from you but at this moment I will say that you can solve the problem by using proxy, a high anonymous or a socks proxy will do the trick.
While most of the proxy providers don't bother you with spam complains, a proxy will also hide your VPS (i'm assuming you have a problem with the VPS where you host the seo tools). Using more proxy can keep you under the spam radar.
More than that since you are talking about link building try to keep a record of the complain and then remove the domins/IP's from where list when you start to blast.

I don't host seo tools , I don't do the spamming myself , I'm only hosting my ecommerce website, so in that case can I use a VPN instead of proxy ?
So how the anonymous VPN or proxy will keep my host from knowing that I'm spamming?
