You shouldn't technically delete until you've got the backup.
I doubt the messages would be back as they could claim with the account deletion, they lost some part of the data and might not be able to share it.

If this is true, there’s a 30 day limit before which you can reactivate the account and request the data right?

That's correct. We have had accounts where the data wasn't received, so the guaranteed process would be to wait until the data arrives and then delete your account.
