To sell on BHW, you have to upgrade your account to Jr.Vip or to Marketplace Seller: https://www.blackhatworld.com/account/upgrades

For the Jr.Vip upgrade, you need 60 days old account and 100 messages.
For the Marketplace Seller, you can upgrade right now.
