Referring domains vs quality domains

I am wondering what matters most. Let's say for instance i have found an expired domains with 40x 11-20 Url ratings in terms of referring domains

And let's say I have found an expired domain with 20 x 21-30 URL rating referring domains.

Which of these would give more juice? I read a lot about quality links but I also have read several comments of people who think people who only look at metrics are blind-sighted. And lose out on a lot of good domains because they are busy looking at the TF / DR / PR whatever.

What's your opinion?
 
If metrics mattered I would always go for quality over quantity. With that said relevance trumps all other metrics. And last but not least I have found a boost from expired domains only for a few months after redirect or build up. I hope this helps some with your decision.
 
Is there a difference in juice from an expired domain if it's just a redirect or a full build up? Not sure if some people tested this? So your saying a few high quality backlinks will outrank tens of lower quality backlinks / domains
