Would sending referrer traffic help or could it penalize the site?

Google prefers organic traffic over other channels as they can verify the traffic quality. They don't even like social media traffic. It's better to avoid referral spam.

Target low competition keywords and improve site authority to increase your organic traffic. You can also find easy keywords with competitor analysis.

Use Google Search Console to find long tail keywords you're already ranking for and build pages to target those.

Don't mess with AdSense. You better stick to organic traffic or a little bit of FB traffic.
