is it possible to build websites/blogs that automatically redirect someone to a cpa offer for example?

I'm talking about .wordpress.com , .blogger, .wix.com, with the subdomain, so I musn't pay anything...

How can I build a website with wix,wordpres or blogger or weebly,... without having to pay for anything that redirects people automatically?
