I've found a lot of redirected pages ranked in Google they have no content only redirects to ads.
How?

Me too. Tons of these in adult. Have no idea though

cloacking,
try to change your user agent to GoogleBot and go on the page from the serp. I think you will get spinned text.

Yup, I have loads of 301s ranking top page 1, and embeds too. Ranking above what they were supposed to rank in the first place, something to do with the recent update I presume.

You can exclude google bot in redirect, dunno if that should work

I think they can do it technically, identifying the user agent of the visitor.
So they do have the content there, that they rank and when a google bot is visiting that page, they display it normally.
If a real user is the visitor, they do the redirect to ads/offers

They did it like we all did it back in the days to get the page ranked. Sh!t ton of backlink to a lot of different domains. Redirect those domains to your main domain.
In other words - the days before tier1, tier2 etc......
Oh wait a minute - I still do this and don't give a sh!t about tier2 and rank a few - even after the update. Why? Have no IDEA - it's very clearly VERY spammy - but works like a charm in some cases.
Never got to understand WHY.

Regarding the content on the pages -> cloaking on the pages - if needed.

For really guys they can be getting millions of free traffic from google. I need to crack this down

I want to deep into this. Would you like to share a sample of it to me?.
So far I have been able to get a google redirect but not indexed.

Had it on one of my affiliate sites. I don't know how they did that.
The website is not on WordPress so I asked the original developer. But they couldn't find the origin and I finally removed URL from GSC. This is temporary and lasts for 6 months until Google again indexes those links.
