Is it wise to completely redesign my website when Google Dance is in progress (atleast I think it's Google Dance) or should I wait until I have a stable SERP?

I would recommend that you must wait and let things settle down a bit more.

How long should I wait? I just increased 16 SERPs today on my primary keyword and now it's #9, but I have a feeling it will rise.

How long will the re-design take? will you be live while it's being re-designed?

I am currently making the re-design, probably will take 1-3 days. The site will stay live while it's being re-designed.
