i seen on another forum a guy said he had a reddit bot that could get him 15,000 upvotes and on the first page of any subreddit. is there something available here like that or has anyone ever heard of one, or could anyone make one

No you would get banned so quickly for using bots to get reddit upvotes.

Eh reddit is tricky so unless you can create your own bot your kinda out of luck, you might want to look for a reddit upvote skype group.
