Recovery After Anchor Text Penalty

Can anyone confirm that they have recovered their site from recent Anchor Text penalty by adding more links with random Anchors?

I'm definitely guilty of this one (Anchor Text is what worked before, after all) with some of my sites having roughly 80% of exact match Anchor, now wonder if it even worth blasting them with random Anchors to balance the links ratio out
 
Not only do you need random anchors, you also need raw URLs.
 
I can tell you some basic rules to recover. but I can't guarantee you. Cause i have hardly seen some posts about the recovery of the penalized sites in different forums.
 
I was able to recover from the first penguin, but my site is still under the thumb of penguin 3.3...i did so many different things i am not sure that only doing anchor text diversification is what fixed the problem...
 
Not only do you need to dilute your anchor ratio to the point where no anchor has more than 40% of your links, but your links all need to be from relevant sources. Trying to dilute your anchors by spamming a few thousand scrapebox links on random websites with random anchors is certainly not going to help you.
 
My site got hit on October 5th.

My 3 main anchors are ONLY at 10%, 8% and 8%. Every other anchor is less than 8% AND are all generic terms and naked URLS.

Im still confused about why I got hit and am cautious about pumping more money into the site as I hear its VERY hard to get out of a penalty...
