I need Good Linux VPS with cPanel, I will also send email with that. Price:$10-$20, should have refund policy.

What about their VPS Hosting with Cpanel ?
 
The issue you'll be facing is that the cPanel licence costs around $14 per month on its own leaving a $6 budget for a good VPS which isn't quite a lot.

The license for CPanel for VPS is $16 and you can't find it cheaper. Probably you can find a VPS for $4 but I don't think it will be enough strong to even support CPanel.
 
I found InMotionHosting, they are providing $14.99 (1st Mo) with cPanel, they also have 30 days full money back guarantee.
But I see they are not accepting Paypal for 1 month. Their support agent managing all link for payment for the CC. Its looks fishy and I skipped. But they are EV SSL Verified.

is there any one using inmotionhosting.com, what do you think about it ? are they trusted for paying with CC ?
 
Why not get a good VPS from VULTR and install ZPanel instead of CPanel?
 
Personally I would advise not to look for cheapest host because the reality is that they have to make cuts which normally comes in the service or the hardware.

I recommend hoststage and also a2 hosting.

Also as said above, if you want cheaper then might be best looking at an alternative to cpanel, or even just using standard LAMP stack will often get the job done.
 
All that really matters is which web hosting is right for you. I know VpsNine is reliable vps hosting.

the price is too low. If you want a stable services, buy a server dedicated from online (15euro per month with SSD) and buy a license cpanel 16$ = total cost per month ~ 30 euro.
