Recommended CPV network for financial services?

Hey all, I've done most paid advertising methods before, but I'm new to CPV advertising, hence, I need your help.

I'm looking to target US residents that are in the digital entrepreneurship space and I would like to sell them financial services.

I'd like to pop a landing page or something similar over specific domains and URLs that are related to my topic.

So two questions:

1) Based on the above criteria, which CPV traffic network(s) would you recommend?
2) Are there any other CPV methods that you can recommend or point me towards?

CPV is confusing to me. And it can cost a lot of money. I would stick to what you know.
