Recommended amount of articles needed to get accepted into Adsense

Hey, I've applied for Adsense 4 times now and have not received any actual response telling me what I need to improve.
I've got all the required pages and removed all copyrighted content from my website so surely the only possible thing left is not enough articles? I currently have 14 500 word articles and 2 1.5k word ones

I just published around 10-15 short articles and within a week or 2 maybe I just got adsense approved. Just make sure you have a solid ToS and Privacy Policy on your site

What is a "solid ToS and privacy policy page"? I have ones that most other sites have
