Recommendations for Top Tier Local SEO Service (White Label)

As the title says, I'm looking for recommendations for someone that does Local SEO service...but needs to be top tier. Someone who could rank lawyers in New York City in the 3 pack. Most of the services I have seen, "guarantee" rankings, but quickly tell you that your niche is too hard or city is too big, etc.
