Can you guys recommend me safe VPS provider for GSA? Budget is around $20 to $25 a month.

Only give recommendation If you are using it.

I was checking Solidseovps.

I have seen dedicated servers that have 32GB ram go for $30-32, give Kimsufi a try. I am using Ubuntu right now, not sure if they offer Windows

Nah, they are not going to allow SEO tools as far as I know.
 
I've used solidseovps in the past, can recommend . Only left because I switched to dedicated server
 
I'm using Vultr vps, its pretty good for me, maintenance rarely occurs
 
Vultr is good, I tried hynoix in past but downtime was much more (not sure about 2020, But I used in 2018).
