Please, recommend me vds hosting where i can setup ~100 or more cheap additional IPs for each vds-server. Thanks!

Nop is not. Dedicated IPs cost $1 to $4. As you may know already there is bit of limitation on IPv4 because there is no more free available

That why we have IPv6 now

How about vds-hosters with same amount of IPv6 addresses?
I think it's far more real, because they are cheap. So your suggestions?

If you want it cheaper then you should bare with the hosting service. And most often it will not be reliable too.
So cheaper you needed scarifies

should be high.
