Well, I have a few niches (low-medium competition, targeting specific country so the competition is not so big). They are stuck in serps like between 5 and 15. What service would you recommend for my situation?

I looked up at the SEO - Link Building section through a lot of topics, but I can't really decide ... maybe you guys have more experience in this.

Around 100-200 maximum at the moment.
 
Look for permanent homepage backlinks through private network blogs, a couple of services on this forum offering this.

Have you tried optimizing your on page SEO and see how they do in the SERPs first?

If that doesn't push your website up then only you should consider a link building service.

Get High Authority Links With a Quality Content and promote the links in Social Signals. Hence you saying that you are targeting in a specific country, try to do a MINIMUM Quality Links Local listing. It will really helps you a lot.
 
Look in marketplace and read reviews of services - read at least latest 10 reviews, and make a decision / yes some reviews may be inflated but you'll get an overall impression.
