For my needs, every month I rent 20-30 VDS with a Windows server. The cheapest price is $5 for
4 Core
4 GB RAM
Are there any cheaper offers for servers with the same characteristics?

Can you please shed more light on what exactly you are running that requires that amount of Servers?

With that, I might be able to suggest a cheaper means of achieving the same goal.

you better look in LowEndTalk. Pick a provider who has been in business for a while. Since you are looking for bulk purchase, you might even get a custom deal.
